Do you run SampleLight and SampleSwitch in Z-Stack Home?

yes, i run SampleLight and SampleSwitch application and it works. this the first time i am using z-stack.

I have three cc2538 Boards, one coordinator - two routers 

i need to know how to send commands to a specify router from the coordinator, how to set the router address also in coordinator.

You can refer to sunmaysky.blogspot.tw/.../how-to-handle-end-node-announcement.html which show you how to handle end node announcement, active endpoint response, and simple descriptor response in Z-Stack for CC2530 and CC2538. You can get short address and active endpoint information to send command without binding.

I got the device annce and simple desc.

Now how to identify which device i need to send command (light on/off).

I have two sample light application (B1,B2) and one sample switch (A1). switch app receives both the device details.
i configure one button to toggle B1 light, and one button to toggle B2 light.

Kindly explain how to identify the devices separately. In future i need to add 2 more lights also.

It's about your application. The suggestion is that you can do it one by one to assign a button to toggle each one when it joins network.
