My query is
1. What is the minimum duty cycle required for the input signal?
2. If the input signal is random pulses (i.e., the frequency is varying at a high rate), is there any limit on df/dt in this application?

Here is the datasheet specification on the input frequency. It should work down to 10mHz range. Enclosed is a F-to-V converter's application note.

How random pulses are we talking about? The Vout is a function of input frequency, which it should represent by the transfer function. If the random pulse frequency is within a given operating linear range, it may work. It is possible to place the input frequency signal into a comparator simulation or breadboard with VFC32 to check it out. Unfortunately, I do not see PSpice simulation in the part.
