VFC32: Resolution for V to F converter

There is nominal 1mV and up to 4mV offset voltage at the Vin, which it has to be null out. 

The circuit needs to have ultra low leakage capacitor for integration and RC time constant. If it is operating at a constant temperature, you may be able to fine tune the V-to-F converter. 

In addition, the dual power supply rails have to be low noise and stable type, otherwise, it will be challenge to achieve what you after.
