Need manual Headlamp Levelling hardware design circuit inbuilt with Actuator
The manual headlamp leveling hardware design circuit consists of several parts. Each part of the circuit is supported by different entities at TI.
For instance, you are likely need to have following design circuits.
1. LED Headlamp will require V-to-I converter. To control the beam intensity, you would need to have variable current source.
2. with built-in actuator means that it may need to have a motor driver actuator that adjusting the headlamp's angle.
3. Manual headlamp leveling means that this has mechanical tilt mechanism - unless you you use motor to control the tilt.
4. The application will require power supply that controls voltage and current to the LED headlamp system.
5. You would need optical lens system to transmit LED light source in distance
control unit (ie) it controls the Low beam, High beam and Headlamp levelling
This requirements may need MCU control. tilt sensor, PWM or digital communication protocol to interface with a motor driver actuator.

The HVA support team (that is I) may be able to help you in line item 1, if you have the V-to-I converter design requirements for the LED driver. We have no knowledges in other parts of design, and you have to figure it out on your own or see other TI teams for support.
