I would like to know the clock sequence when powering on.

After powering on, the clock is input (XI if a crystal is used), and then the PoZ reset is released. Are there any timing specifications?

Also, if a crystal is used, is it correct to understand that XO is output from the microcontroller after the reset is released?

    No there is not, but if the oscillator is not able to start correctly then the device will typically fail to boot. It may be possible to get the device boot in limp mode but it wouldn't really be able to run a high performing system like that.

    I am not sure I am fully understanding this question, but if you mean will the MCU I/O for XTAL_XO be functional and work with an active oscillator, then yes it would. It will begin functioning after reset is released and as soon as the crystal starts to input into the MCU.
