Hello , I bought LAUNCHXL-F28379D an I tried blink blue led(GPIO31). But there is no resistor in R39 which connected blue led. İs it normal or is there a problem?

No, that's not normal. It should be populated. Are you able to solder a resistor onto the board yourself by chance?

I'm not sure. From your image we can see that R39 was scrapped off as the bottom pad looks like it was pulled, there's even a scratch on the PCB next to it. So it must have been physical damage at some point. You can do a visual inspection of your board for any other physical damage like this.
