TPS546E25 is a similar performing, Constant On-time control based high-current converter with PMBus that would meet the applications needs of the TPS549D22 without a RoHS exemption.

The TPS546E25 is currently in product preview but should be releasing later in 2025.

Exemption 7(a) is on page 16 with the definition:

Lead in high melting temperature type solders (i.e. leadbased alloys containing 85 % by weight or more lead) 

I don't see an exemption 7(a)-I through 7(a)-VII
