Some questions to help refine this better:

• How many channels of this bias source are required?
• Are SPI and I2C interface options both acceptable or would there be a preference / requirement?
• Do you know anything else about the load?
  • Simple load impedance in ohms
  • Is there any capacitance? or inductance we should be worried about?
  • What is it that is actually being driven? 
• What resolution, or step size, do they require in this range?
• Lastly, is this accuracy target for room temperature only or over a temperature range? If it is over a temperature range, what is that range? 

This will help us refine our direction a bit - the main challenge is going to be getting to 125uV minimum output. This will force us to look into dual-supply DACs on external dual-supply buffer options with an unbuffered R-2R or MDAC.
