TMS320C6205: Fails to boot after power-up sequence

As discussed in the related thread, the DSP fails to boot after the power-up sequence.

The issue occurs 100% of the time in negative temperature environments.
The feedback output (PLLF) voltage is different when the boot succeeds and when it fails.
A similar issue has been posted in the following thread and our customer suspects that the failure follows the device.

It has been confirmed that moving the DSP from a good board to a bad board result in the bad board succeeding and moving the DSP from a bad board to a good board result in the good board failing.

5 devices in about 300 devices have the issues and have the following two types of "Lot trace code".

"C13-18CDLOW"
"C13-02C2SGW"

When tested using different power supplies for 3.3V and 1.5V and varying the power-up timing and rise time, it was found that slow rise times on the 1.5V supply caused failures.

I found a common point in the default power supply and the test power supply cases. There is a step in the rise time of the 1.5V power supply.

Does the power supply ramp require a constant slope?
