CC2650: When burning , the current is too high to damage the chip.

Hi team,

Here's an issue from the customer may need your help:

The CC2650F128RGZR is bought from TI Store. The customer made his own device burner and bought a offline programmer from internet. When he was burning, almost 40 of 100 were damaged because of severe heat. Meanwhile, the current exceeded 700~800ma. He did not know which  caused the problem, device burner made by himself or offline programmer from internet.

The circuit diagram is  shown in the following figure:

 

Are there any problems about this circuit diagram?

Moreover, he tried to apply 3.3v to the pin 44, the current still exceeded 700~800ma.





Could you help check this case? Thanks.

    I have several questions about your customer's environment:

    I am not sure what he means by "device burner". Is this a JTAG Debug Probe or a different type of programmer?
    

    Also what does it mean "made his own device burner"? Did he design their own JTAG Debug Probe? If so, does his JTAG Debug Probe work on a known good target such as a launchpad or an CC2650EM board? From the description we can't possibly know how well the programmer works and our suggestion is that he purchases an official Debug Probe. 
    

    What is an "offline programmer from the internet"? Is this a purchased JTAG Debug Probe? If so, is this a TMDSMEU110-U or a Launchpad board? If not a TI product, we can't guarantee how well it works.

    From the description above it seems the JTAG Debug Probe might be able to program the devices up to a certain extent, but it is unclear if it might be also introducing a problem to the system - for example, it might be supplying the device with excessive voltage. We suggest he makes the appropriate voltage measurements on the JTAG signals or even on the supply voltages and be sure to not exceed the device datasheet specifications.

    This current is excessive and could indeed damage the device.

    We can't make an assessment based on a single picture. We would need answers to the questions above and perhaps proceed with a full design review, as there might be issues with the PCB, assembly, etc.
