Unfortunately I don't have the details on the pre-programmed SW. You can find many of pre-compiled hex FW files for the CC2650EM in the Accessories\HexFiles folder in the BLE Stack 2.0 SDK. This path includes the SimpleBLEPeripheral example, which is detailed in the SW Developer's Guide (SWRU393).

The source will not be released yet and probably not before some time during the summer.
We will port it to use the upcoming TI RTOS RF driver once this is ready and do the cleanup at the same time.
The source is for now unfortunately only available for companies who have signed a NDA with TI, you can contact your local TI FAE for this.

I also need to restore my CC2650STK sensortag devkit to factory default.
How do I apply the hex file to it? ...using CCS? ...Blackhawk? ...or something else?...

You can use Flash Programmer 2 to download CC2640_SmartRF_SensorTag.hex to CC2650STK.

Using the CC-DEVPACK-DEBUG XDS110 debugger you can flash the original image found with the BLE stack installer at <ble_install_path>\Accessories\HexFiles\CC2640_SmartRF_SensorTag.hex with Smart RF Flash Programmer 2

Hi! I was wondering if the code is available yet. If not, are there any old versions that are available? I just need something to look at to try to better understand how the PER test works/ how the boards are communicating with each other. Any source code/ insight to this would be great.

As you might know there exists a PER fr CC13xx:

In the next release of TI-RTOS SDK for CC13xx and CC26xx we are adding support for BLE, both on CC1350 and CC26xx. 

Release is planned to September 14th.
