Why is bias zero in TLV320A1C1x codec

Hi I needed some help. I am using the TLV320A1C1x for audio. All the clock signals and all pins are set properly (including pwrdwn',reset,micin,sclk,mclk,vdd)  but when i check for voltage on each point i am getting a zero at bias(pin 27) when it should be 1.35 or 2.35V.

Can somebody please tell me what change has to be done to the CODEC.
