CCS: Can I use CCS V9 as a stand alone C program compiler?

Tool/software: Code Composer Studio

I have been successfully able to obtain the .out file for the program but while running it, it asks to connect it to the hardware. Is there any way where I can view the output of my code without connecting it to the hardware? Is there any other version that can be used as a stand alone compiler and is supported by windows 10?
