[FAQ] J721S2XSOMXEVM: Provide in interface to enable/disable and to configure WDG timer in VHWA modules

Please find attached patch on top of PSDK RTOS 11.1 release. This patch provides interface to control WDG timer for VHWA modules.

- This patch disables WDG timer by default for all VHWA modules.

- It also adds a new control command IOCTL_VHWA_M2M_{VHWA Module name}_CONFIG_WDTIMER to control parameters of the WDG timer. 

- This control command can be called after call SET_PARAMS ioctl. 

- Please apply this patch on top of ti-processor-sdk-rtos-j721s2-evm-11_01_00_04\pdk_j721s2_11_01_00_17 folder and rebuild the PDK/SDK.
