I would say the functions of UC3906 are same as bq24450. UC3906 is a very old part. bq24450 is a new silicon. Also, bq24450 EVM is avaible.

I reccomend you to add a proper charger stage cascaded to the UC3825, based on UC3906, UC3909 or BQ24450...
