I'd like to suggest that you look at the LMH0040 which is the next generation of serializer after the LMH0030. There is example FPGA code to do exactly what you want here:

LMH0341 + FPGA IP detects color bar and other patterns. Please refer to the FPGA IP documentation below for details. LMH0341 by itself is just a de-serializer and we must use the FPGA/IP to decode SDI video patterns.

The compiled example does include the microblaze micro, but the main part of the source code which is supplied are the routines for enabling the signal processing in and out of the chip.
