Please note DS25BR400 has two packages: TQFP and WQFN. The 2nd pkg, WQFN - does not have termination resistor. Document you referred to uses WQFN pkg.

Thank you for the follow-up responses. I would also suggest to look into DS25BR400 or similar CML devices. This device is capable of 100mV-1560mV input voltage levels at the 2.0 Gbps datarate.

Hi Gregory,
The DS25BR400 is not compatible with signals down to DC. The inputs are capacitively coupled internally so the external voltage bias will not translate to the device and produce a stable output state.
