Figured it out! Rookie mistake... I wasn't enabling I2C pass through nor was I setting up the serializer alias. ALP does this automatically when using the register tabs and I was blindly following it.

It seems you are using External Oscillator Mode. If a 36MHz oscillator is used as the reference clock for the 933 device, it will output half that frequency on the CLKOUT pin which can be used as a reference clock for the imager.
