Although the 913/914 could transport the data, the link would not be compliant with the BT.656 spec. For a compliant transmitter, please look at the LMH0040 or the CLC021, for a deserializer, look at the LMH0041 or LMH0031

It is not possible to change the PLL characteristics on the LMH0030 serializer. For more control, I would suggest looking at the LMH0040, which is a newer design with much more flexibility.

I'd like to suggest that you look at the LMH0040 which is the next generation of serializer after the LMH0030. There is example FPGA code to do exactly what you want here:
