Just one other note here. Besides the USB-C/PD specific pieces of this reference design, PMP20533 is a 15Vout, 45W design we have so it would be very close to what you need as a reference: www.ti.com/.../PMP20533

UCC28740 does not have any active power factor correction. One design we have that did measure power factor is PMP20533, where the PF roughly varies from 0.3-0.5 depending on the operating point.
