Could you tell me how to deal with Power pad land? Fundamentally, power pad land should be connected to GND, but there is no description in the datasheet.
Our customer need to know the delay time from VCC powered up to valid output. Should we assume that it almost the same with tPLH or tPHL though there is no POR circuit in the logic devices like this?

No, not really. But why do you want to use one of these very special logic gates? You could use a simple quadruple 2-input positive-nand gate. E.g. the SN74AHC00 in VQFN package. This is small too.
