All devices with TTL-compatible inputs require a nominal 5 V supply. That 2 V – 5.5 V voltage range would apply to the SN74AHC00. (And the drive strength of 8 mA is not higher than that of the AC device.)

Our customer need to know the delay time from VCC powered up to valid output. Should we assume that it almost the same with tPLH or tPHL though there is no POR circuit in the logic devices like this?

No, not really. But why do you want to use one of these very special logic gates? You could use a simple quadruple 2-input positive-nand gate. E.g. the SN74AHC00 in VQFN package. This is small too.
