    The guaranteed switching threshold is at V IH . The actual threshold will be near V CC / 2, and the risk for it being much higher is low, but there is no guarantee. Replace it with the SN74AHCT1G32, if possible.

    I could not tell what level the clock signal was from the schematic but if it is 3.3V then they need the SN74AHCT1G32.

    SN74AHCT32 or SN74AHCT1G32 for a single gate. These have TTL inputs so Vih can go as low as 2V
