The SN74LVC1G99/SN74AUP1G99 can be configured as a NOR gate with enable. These exist only with one channel.
Alternatively, combine a plain NOR gate with a three-state buffer like the SN74AHC125.
The SN74AUP1G99 has an active-low OE pin, and the output voltage must not be above V CC .
Alternatively, keep the '07 and combine the two input signals with a SN74AUP1G97.
