The SN74AUP1G99 has an active-low OE pin, and the output voltage must not be above V CC .
Alternatively, keep the '07 and combine the two input signals with a SN74AUP1G97.
Any buffer with an O̅E̅ pin can be made to have an open-drain output by using O̅E̅ for the input signal. (xx125 buffers are available in many families.)
