Your reasoning is correct. Based on VIH(min) = 2.0V for the SN74LVC1G08 at Vcc = 3.3V, it should be able effectively up-translate from a 2.5V device to 3.3V assuming the VOH of the 2.5V device exceeds VIH(min) = 2.0V.
