For a lot of older parts that haven't gotten datasheet updates yet, the best place to ask is here.
The SN74HC139 passed up to 3kV for HBM, and 200V for MM. I don't see a record of a CDM test.

A digital demultiplexer like the SN74HC139 drives the selected output low and the other three outputs high.
If the unselected outputs must be Hi-Z, then you could use a three-state buffer like the SN74AHC125.
