  HC devices have a drive strength of about 2 mA at 3.3 V. Larger currents indeed result in a higher power dissipation. Consider the SN74LV164A (6 mA), SN74LV595A (8 mA), or TPIC6C595 (100 mA). Using a 5 V supply or paralleling outputs also would help. …
