Then what does Q output when QE change from H to L and CLK remains H output? Customer thought Q's output will remain at Z, but it outputs L level sometimes…

SN74LVC1G374-Q1 has Abs Max +- 50mA for output current on Q pin,
so that the part will not get damaged below +- 50mA output current.
BTW,,, there are IOH and IOL which are reduced according to VCC down.
