The PDF you attached is for the SN75453B not the SN75454B.
The 53 is a OR gate so LED is OFF (output high) when either input is high.
The 54 is a NOR gate so LED is ON (output low) when either input is high.

We have not verified this absolutely, but from what we were able to trace, we believe the SN79518 is the same as the SN55452B. Assuming you have the schematic for your PLC, see if this matches the functions:
