I hope the below clarifies the way these devices should be connected.
TUSB4020B (DS port) -> TUSB3410 USB Side (US port) -> TUSB3410 UART -> SN75LV4737A (Or other RS232 line driver) -> DB9 connector.

For a nominal 9V output I suggest TRS211 or TRS213. These devices have an extra driver. You can connect the unused DIN to ground the leave the unused DOUT open.
