Another solution is the OMAP-L138 device:

1. Yes max sample rate is 16KHz, as stated in the AER 17_0_0_0 Fact Sheet.
2. Yes you should be able to do echo cancellation, see 1.2 Applications in the Datasheet.

As I understand your requirements the DM3725 is not the right solution. I suggest you to look at the TMS320C55x DSP series at:
www.ti.com/.../products.page
Only for example check TMS320C5505 which is less expensive, has USB, SPI, I2C, UART…
