Unfortunately many of the LDOs only go to 0.5V outputs or higher. However you could use a resistor divider to further reduce this voltage.

16uF should be fine for TLV707. This device was developed targeting small mobile solutions. As such the majority of the characterization was done with smaller capacitors in order to minimize solution size.
We did not characterize TLV707…
