Seems you submitted reduplicate thread. As Ziv replied you before, the difference is output discharge. TPS2066C has output discharge resistor and TPS2066C-2 doesn't.

There shows 3 kinds of ESD protection level.
1. HBM(human body model)
2. CDM(charge device model)
3.IEC 61000-4-2. It includes contact discharge and air discharge.
From datasheet, TPS2066 and TS3USB3000 just support HBM and CDM level…
