From your description, the issue is cycling with non-USB compliant device. You might consider TPS2540A or TPS2541A. The TPS2540A/41A auto detect mode has a longer detach detection time, so that it can support certain unique non-compliant devices.
Please see the tDCPLOW (Low DP_IN period in DCPLOW DCP mode) spec at the bottom of pg 6. Figure 32 on page 18 illustrates the timing.
