I have a question concerning the SDP-mode of the TPS2540/TPS2541/TPS2540A/TPS2541A, assuming a device that does not support special charging protocols like divider mode etc…
From your description, the issue is cycling with non-USB compliant device. You might consider TPS2540A or TPS2541A. The TPS2540A/41A auto detect mode has a longer detach detection time, so that it can support certain unique non-compliant devices.
