Looks like you request TPS2543-Q1 has some short protection like short to 12V battery, right? For TPS2543-Q1, there is any speical design for these short protection. If you are interesting, maybe we can have more disscussion off line via eamil.

I have confirmed that the TPS2543-Q1 (charging controller) does not have the referenced pullup and pulldown resistors. This function is usually integrated into the USB hub or host conrtoller (internally).
