In datasheet TPS2557, Page7, Fig2 can answer your question.
If toff=6ms, as EN go low 3ms, the part will still keep on status for another 3ms.
Noted, Page7, Fig2 is TPS2556 which turns on as low EN.

TPS2514A supports the new 2.4A iPad charging spec. ANd TPS2556/7 has the extra low Rdson 22mohm and very accurate current limit.
No, for TPS2546, all the DCP_Auto modes' current limit depends on ILIM_HI. Maybe you can configure two-level current limit refer to Figure 22 on page 15 of TPS2556 for the DCP_Auto mode.
