Sorry I didn't noticed the R5 before. Please ignore my comments of adding a 1 Ω resistor in series with C8.
With a suggested 10μH inductor, I think this circuit should work.

What's the required Vin ripple for your application of ROIC?
For TPS61170, the minimal Iout for working in continuous mode(PWM mode) is around 48mA when Vin = 5V and Vout = 11V,
