When Vin is tied to EN, the device will turn off due to UVLO instead of the EN going low. The D/S says that UVLO will turn on the discharge circuit. It will be weaker, however, due to the lower Vin applied to the device.

There is no FPWM P2P IC for TLV62585. TLV62569A have the similar features but the max load current is 2A. If you require 3A device I would suggest to go with TPS62827-4A device with the smaller QFN package.
