As for the link-layer controller: the TSB82AA2B is much older and uses a different PCI device ID , so I guess there are changes. (But the XIO2213A/XIO2213B/XIO2221 all use the same ID.)

Since other people might find this through Google:
To use the TSB82AA2B in a PCI Express system, you could use a PCIe/PCI bridge, such as the XIO2001.
But this combination already is available in the XIO2213B chip.
