I think that TSM36A would be the safer option here, as a 0.4V tolerance is very tight. Is there anything about the TSM36A that is not suitable for this opportunity?

I believe the best diode for this application would be TSM36A . This diode can handle up to 36V Working Voltage and has a typical Clamping Voltage of 57V. I agree with Kenneth on the placing of the TVS diode.
