As you mentioned, different mode is selected by ID pin. So it cannot change mode while the resistor is fixed? We'd like it to support both UART and USB funtion. OTG is also needed. Can we program its function by I2C?

There is nothing wrong with the TSU8111 as it is behaving as intended. As you can see in the table you posted that without a voltage on VBUS the charger is not enabled.
