The TUSB1046A fixed the DCI in TUSB1046, but DCI has been deprecated. I would recommend using the TUSB1046A or TUSB1146 for new design.

Yes you can use the TX budgeting tab for DPEQ settings. Just be sure to lower the data rate from 10G to 8.1G.
