I believe legacy. Earlier LM3S devices had limited number of UART. So I believe 3 was the mas that can be done to ensure that the SW does not break.

That sound good in theory yet in practice can fall apart witnessed greatly on LM3S and now on TM4C though far less randomness.
And if (SW) rides on the edge of HW limitation how would engineer have any basis to trouble shoot random issues…

This method during the LM3 to TM4 transition was very much debated. It was meant to provide a seamless transition of SW, but not meant to clearly demarcate the new development.
