I am using DAC5311/DAC7311 in our design , when I connect it to load the output is 0, without load the output is ok.
What can be the problem?

I have also found a very simple solution (+possibility to do bipolar pulses) with OP Amp + digital potentiometer, like on attached photo below:
Are you just trying to generate 11steps? 0 V, 1 mV, 2 mV... 9mV & 10mV? The DAC9881 it cannot do this on its own because of its large zero code error. It will require a negative supply and an external circuit to achieve this.
