I am referring to "Vision SDK - TI Deep Learning (TIDL) - User Guide"

There is a mention of TIDL Network and TIDL Parameter file to be used with the input file in this document.

Can you provide more details on how to create these?

Does TI provide tools to convert the network and weights from Caffe or TensorFlow models?

    Yes, TI provide import tool to convert these models. Refer to section "3.6 Running a Model trained by user" in the user guide (TIDeepLearningLibrary_UserGuide.pdf) in TIDL package.

    You can find TIDL package along with documents at \ti_components\algorithms\. in VSDK.
