I have a custom board that is based on the Industrial Communications Board so I am trying to verify that I can program the ICE board through the external JTAG port using a blackhawk USB100v2 rather than the on-board debugger. I soldered on a header and shorted out the R17 pads to get rid of a cable break error, but I currently get the error below (stuck-at-ones) when I try to test my JTAG connection through the 'Test Connection' button in CCSv6 target configuration editor. If I run test connection using the on-board debugger it works properly however. Any idea what could be causing this error? My target configuration is also included below.
