We have VPE element which could do CSC and scaling.
This element supports on the input formats: NV12, YUYV, UYVY and on the output NV12, YUYV, UYVY, RGB24, BGR24, ARGB24, ABGR24
You could check this guide. You could try testvpem2m demo also.

Regarding the v4l2 I will check.

I have test the example-application which you gave .And it occured some problems:

When I tried the commandline:

./v4l2-m2m-test-v4l2-m2m  /dev/video10  test.yuv  1280  720  yvyu   hsg.bgr  300  300  bgr24  1  1  1  

and it printed the information:

Is that means my test.yuv was not the correct file for the application?

I tried your suggestion,and it worked well.But I want to ask you some questions:

When I tried the code :./yuv-rgb  /dev/video0  test.yuv  1280  720  yuyv   hsg.rgb  640  480  rgb24  1  1  1

and the test.yuv is

However,the outpufile(hsg.rgb) is 

As you can see,it flipped. So what can I do to solve the problems.

Which viewer you are using ? I use 7yuv image viewer, it shows proper.
