DRV592: Overcurrent protection tripped

I am current using the DRV592 to drive a peltier chip for cooling, CUI CP40347, however I am constantly getting the overcurrent fault. The supplied voltage is 5V but measured at 4.96V to be exact. The applied PWM is at 100kHz. The inductor and capacitor selected for DRV592 are exact as the datasheet.

1. When I connect to the Peltier and apply a PWM at 5 V or 2.5V, fault 0 and 1 are both 0.

2. When I disconnect the Peltier and apply a PWM at 5 V fault 0 and 1 are both 5V.

3. When I disconnect the Peltier and apply a PWM at 2.5 V fault 0 and 1 are both 0.

What I don't understand is that even when I disconnect the Peltier, why do I still get a overcurrent fault at PWM 2.5V?

    May you try one more experiment of remove the LC filter?  I am suspecting: even though the load Peltier is not connected, the LC is still there acting a load. If there is high frequency signal, a surge current would occur.
