Can DIR9001 ic will support or receive the IEC61937 format and convert into stereo ( I2S )?
since the input is from TV(SPDIF) support Dolby format, whether DIR9001 will receive the signal(SPDIF) and convert to stereo(I2S)?

To answer your question, I should point out the DIR9001 is an audio receiver capable of accepting S/PDIF, EIAJ CP-1201, IEC60958, and AES/EBU up to a 108-kHz sampling rate.
The Serial Audio Data Output Formats for DIR9001 are 24-Bit I 2S; MSB-First, 24-Bit Left-Justified; MSB-First 16-, 24- Bit Right-Justified.

but my doubt is whether it will receive the dolby / dts format via spdif and convert to 2 channel (I2S)
Dolby/DTS to 2 channel I2S is not supported. The clk rates are very different in general and thus won't work.
