    According to your schematic, you are putting the device in to I2C mode by pulling down the MODE pin. But you say it is in HW mode. If so, device is expecting I2C and is not receiving it.

    Few other suggestions:

    use 1u + 10uF for ALL supplies.

    Please make sure that you are not resetting or muting the part, both are active low. from the plots seems MUTEI is LOW, I can not tell as other plots are covering them.

    The FMT sets the expectation of the IC, I2S or TDM. Either case,  make sure your format matches with your clk/Din set up according to:

    BCK= number of channels  x bit depth x FSYNC   

    For example, for 48K and 24 and 8 channels, you BCK has to be 9.22MHz
